FFM Certification for Agents: What It Is and When to Renew

FFM certification for agents is the annual registration and training you complete with CMS before you can enroll consumers through the Federally-facilitated Marketplace. Skip it, rush it, or let a typo slip into your NPN, and you can be locked out of enrollment or lose credit on business you wrote.

Plan Year 2027 adds two things to watch: an identity step through Login.gov or ID.me that you can't skip, and a temporary moratorium on registration for agents who weren't in the federal Marketplace for Plan Year 2026.

This guide covers what the certification is, who needs it, how to complete it step by step, how to confirm it went through, and where it belongs in your yearly calendar.

What FFM Certification for Agents Actually Covers

Agents call it certification; CMS calls it Marketplace registration and training. According to the Federal Register interim final rule on agent and broker registration (opens in a new tab), agents and brokers generally sign one-year Exchange agreements with CMS that take effect at the start of the plan year's Open Enrollment period and automatically terminate before the following plan year's Open Enrollment period.

Before signing those agreements, the same rule says you must complete annual registration: create a CMS account, pass identity proofing, set up a profile, complete required training, and execute the Exchange agreements. There is no lifetime credential. Every plan year is a fresh registration, and the certificate you print covers that plan year only.

What FFM registration is not

  • Not a state license. Your resident state license and health Line of Authority come first; FFM registration sits on top of them.
  • Not carrier certification. Most carriers run their own product and compliance training. Requirements vary by carrier and year, so check each one you're appointed with.
  • Not State-based Exchange registration. States running their own exchange set their own agent requirements.

Who Needs FFM Registration (and Who Doesn't)

If you help consumers enroll in states that use the federal platform, you need FFM registration for the plan year you're selling. That includes the FFE states and State-based Exchanges that use the Federal platform (SBE-FPs).

Licensing is the gate before any of this. CMS's registration and training page for Marketplace agents and brokers (opens in a new tab) states that agents and brokers without an approved health-related Line of Authority, as determined by their resident state, do not have access to Marketplace systems and are not allowed to assist consumers with Marketplace enrollment.

The same CMS page adds two details worth knowing. For SHOP, you must complete an MLMS profile and execute the SHOP Privacy and Security Agreement; the training is strongly encouraged but not required. And only agents and brokers who have completed Marketplace training and registration can participate in Help On Demand.

  • Selling in FFE or SBE-FP states: complete FFM registration every plan year.
  • Selling only in a full State-based Exchange: follow that exchange's own certification process.
  • Selling in both: do both, and track each deadline separately.
  • No health LOA in your resident state yet: fix that before anything else.

The Plan Year 2027 Moratorium on New Registrants

Under the interim final rule (CMS-9872-IFC), CMS put a temporary moratorium in place effective September 22, 2026. It pauses registration for agents and brokers who do not have Plan Year 2026 Exchange agreements with the Federally-facilitated Exchanges and want to register for Plan Year 2027. It stays in effect until February 1, 2027, unless CMS lifts, extends or modifies it.

The moratorium does not affect registrations on State-based Exchanges. It does cover the FFE and SBE-FPs. The rule frames this as program integrity: it reports that from 2023 through 2025, CMS received over 624,000 consumer complaints alleging unauthorized enrollments or plan switching by agents or brokers in the Federally-facilitated Exchanges, as confirmed by issuer review, with approximately 300,000 received in 2025 alone. Comments on the rule must be received by November 21, 2026.

If you're affected, use the pause productively this week:

  • Confirm whether you actually held PY2026 FFE agreements. Your PY2026 certificate and the RCL history will tell you.
  • If you're licensed in a full State-based Exchange state, that path isn't affected by this moratorium.
  • Finish licensing, LOAs and carrier contracting so you're ready the day registration reopens.
  • Build your marketing and consent process now, while you're not juggling enrollments.
  • Check CMS updates regularly; the end date can change.

Step-by-Step CMS Agent Training for Returning Agents

CMS says Plan Year 2027 registration and training is available for returning agents on the Marketplace Learning Management System (MLMS), in English and Spanish. If you completed Plan Year 2026 Individual Marketplace training, you're eligible for a shorter PY2027 training plus optional review modules. That includes agents who joined the Individual Marketplace for the first time in PY2026.

CMS's returning agents' guide to Plan Year 2027 registration (opens in a new tab) lays out the sequence:

  1. Create Login.gov or ID.me credentials.
  2. Link them to the CMS Enterprise Portal and MLMS.
  3. Request the Agent Broker Training Access role under the FFM tile.
  4. Complete your MLMS profile.
  5. Complete training, including exams.
  6. Sign the required agreement(s).
  7. Confirm registration and print your Plan Year 2027 certificate.

Don't skip steps one and two. The CMS guide says anyone who skips the Login.gov/ID.me linking steps will be blocked from getting the role and from accessing the MLMS.

Get your NPNs right the first time

The CMS guide warns that entering an inaccurate individual NPN, or copying your individual NPN into the business or web-based entity fields, may lead an issuer to deny compensation or credit. That's a costly typo.

Before you start, put your individual NPN and any agency NPN in one note and paste from it. Leave business fields blank if you don't have a separate business NPN, rather than reusing your own.

Verify Your Marketplace Agent Certification on the RCL

Finishing the exam isn't the finish line. The Agent and Broker FFM Registration Completion List (RCL) contains the NPNs of agents and brokers who have completed Marketplace registration for the current year, and CMS posts it as frequently as daily. Carriers rely on it.

Per the CMS guide, your information may take one to two business days to appear on the Registration Tracker and the RCL, and up to three business days to appear on Find Local Help. If your NPN doesn't appear on the RCL for Plan Year 2027, email FFMProducer-AssisterHelpDesk@cms.hhs.gov.

  • Save your PY2027 certificate as a PDF in your compliance folder.
  • Set a reminder for three business days after completion to check the RCL and Find Local Help.
  • Screenshot your RCL entry with the date.
  • Send your certificate to any carrier or upline that asks for it.

Where FFM Certification Fits in Your Yearly Calendar

Because agreements run from one Open Enrollment to just before the next, certification belongs at a fixed point in your year, not in the scramble before November. Check ACA Marketplace enrollment dates and eligibility (opens in a new tab) for the current plan year, then plan backward.

  1. When CMS opens next year's training: complete it within your first week or two. For PY2027, CMS's returning-agent guide was updated in September 2026.
  2. Pre-Open Enrollment: verify the RCL, finish carrier certifications, and review your ads and landing pages against the CMS guidelines for compliant Marketplace advertising (opens in a new tab).
  3. Open Enrollment: enroll, and document consent for every household.
  4. After Open Enrollment: audit your consent records, clean your CRM, and work Special Enrollment Period business.

Pair the compliance calendar with your marketing calendar. Our week-by-week ACA open enrollment marketing plan assumes your registration is done before the first ad goes live.

The complaint numbers behind the moratorium are about unauthorized enrollments and plan switching. Training covers the rules; your process has to prove you followed them. Keep ad claims accurate too; the FTC guidance on truthful health insurance advertising (opens in a new tab) flags misleading ads and government-affiliation claims.

A practical rule: get permission to contact and permission to act on the Marketplace for the consumer as two separate, signed records. FastTrack's quote funnel does this by default, filing each as a PDF and writing it to the lead in a GoHighLevel CRM, so the paper trail exists before you ever open HealthSherpa.

Get Certified Early, Then Get Busy

Finish FFM registration as soon as next year's training opens, confirm your NPN on the RCL, and file your certificate. Then spend the weeks before Open Enrollment on clients, not portals. If you're building a pipeline from scratch, start with how to generate ACA leads as a new agent.

Frequently asked questions

How long is FFM certification valid for agents?

One plan year. According to the Federal Register interim final rule, Exchange agreements generally take effect at the start of a plan year's Open Enrollment and automatically terminate before the next plan year's Open Enrollment. You re-register every year.

Can new agents complete FFM registration for Plan Year 2027?

A temporary moratorium effective September 22, 2026 pauses federal registration for agents without Plan Year 2026 FFE agreements who want to register for PY2027. It runs until February 1, 2027, unless CMS lifts, extends or modifies it. It does not affect State-based Exchange registrations.

How do I check that my FFM registration is complete?

Look up your NPN on the Agent and Broker FFM Registration Completion List (RCL). CMS says it can take one to two business days to appear there and up to three business days on Find Local Help. If it doesn't show, email the FFM Producer and Assister Help Desk.

Do I need FFM certification to sell in a State-based Exchange?

Not for a full State-based Exchange, which runs its own agent registration. You do need FFM registration for states using the federal platform, including SBE-FPs. If you sell in both, complete both processes.

Is CMS agent training the same as carrier certification?

No. CMS Marketplace training lets you enroll consumers through the federal Marketplace, while carriers usually require their own product and compliance training. Requirements vary by carrier and year, so confirm each appointment separately.

What happens if I enter the wrong NPN during FFM registration?

CMS's returning-agent guide warns that an inaccurate individual NPN, or copying your individual NPN into business or web-based entity fields, may lead an issuer to deny compensation or credit. Double-check every NPN field before you submit.
