Insurance Lead Generation Funnel: An ACA Agent's Build Guide
8 min read
An insurance lead generation funnel is the path a stranger takes from seeing your ad to landing in your CRM as a quoted, consented household you can call. Most ACA agents have pieces of one: an ad, a form, maybe a spreadsheet. Few have the pieces connected, so they end up qualifying every lead by phone.
This guide walks through each stage as it applies to Marketplace work. It covers what the ad should promise, how to build a quote funnel for agents screen by screen, how to keep consent clean, how to wire the back end, and which numbers tell you where the funnel leaks.
What an insurance lead generation funnel actually does
HubSpot's guide to lead generation funnels (opens in a new tab) defines one as "a process for attracting, qualifying, and nurturing leads." The same guide separates it from the broader sales funnel: the lead funnel focuses on capture and qualification, while the sales funnel covers the entire customer journey.
For an ACA agent, that line is practical. Your lead funnel is done when you have a household with a county, ages, an income estimate, a timing reason and signed permission to contact. Everything after that, from the call to the application to the renewal, belongs to your sales process.
If your funnel ends at name, phone and email, it is a contact form. The qualifying still happens, just on the phone and on your time.
The three funnel stages, mapped to ACA work
HubSpot splits the lead funnel into top of funnel (TOFU) to attract new visitors, middle of funnel (MOFU) to convert visitors into leads, and bottom of funnel (BOFU) to close the deal. Here is what each looks like in a Marketplace practice.
Top of funnel: the ad and its promise
The ad has two jobs: get the right person to click, and set an honest expectation of what happens next. Meta offers Facebook lead-generation ad campaigns with instant forms (opens in a new tab) that keep people on the platform, or you can send traffic to your own page.
A simple decision rule: if you can call every lead within minutes and qualify them yourself, instant forms can work. If you want households to see real plans and prices before you talk, send them to a landing page you control. Our page on Facebook ads for ACA agents covers the campaign side in more depth.
Middle of funnel: the quote
This is where a visitor becomes a lead. A quote-first page gives them a reason to finish: they want to see their plans. We break down why in what converts on an ACA landing page.
Bottom of funnel: the conversation and the application
The call should confirm, not interrogate. You already know the county, household and doctors, so you can open with the two or three plans that fit and spend your time on the decision and the application.
Building a quote funnel for agents, screen by screen
HubSpot recommends keeping landing pages simple, with a clear offer, a short form and a strong call to action, and using progressive profiling: asking for a few fields per interaction instead of everything at once. In a quote funnel, that means one question group per screen.
- ZIP and county. Ask county when a ZIP crosses county lines, since plan availability and pricing can differ.
- Household. Size, ages and estimated annual income, which you need to estimate the premium tax credit.
- Timing. Open Enrollment, a recent life event, or coverage ending soon. This tells you whether the lead is workable today.
- Contact and consent. Name, phone, email and a clearly worded permission to contact, placed before plans are shown so you can follow up.
- Doctors and prescriptions. Optional but valuable; it lets you check networks and formularies before the call.
- Plans. Real Marketplace plans for their county, priced with the estimated tax credit applied, with a clear next step to talk to you.
- Build for phones first; most social traffic arrives on mobile.
- Show a progress indicator so people know how close they are to their quote.
- Use plain labels such as "Who needs coverage?" instead of insurance jargon.
- Put your name, agency and NPN on every screen so the visitor knows who they are dealing with.
Keeping the top of the funnel compliant
This section is general information, not legal advice. Rules vary by state and change over time, so confirm specifics with your compliance resources, carriers and E&O provider.
On December 10, 2024, the FTC announced it was sending warning letters to 21 healthcare plan marketers and lead generators (opens in a new tab), including companies marketing ACA Marketplace coverage. The claims it flagged include misrepresenting a plan's benefits, misrepresenting that a plan is comprehensive medical insurance, misrepresenting costs, and falsely promising free offers, cash rewards, rebates or other incentives. The letters did not allege wrongdoing, but the FTC said it is closely monitoring this market.
- Never promise a $0 premium to everyone; savings depend on income, household and county.
- Drop cash cards, gift cards or rebate language from ads and pages.
- Do not imply you are the government or HealthCare.gov.
- Make the page match the ad: if the ad says "compare plans," the visitor should actually compare plans.
- Ask permission to contact and consent to act on the Marketplace for the consumer as separate, clearly labeled steps, and keep signed records.
Read the CMS guidelines for compliant Marketplace advertising (opens in a new tab) before you launch or rewrite ad copy. For examples of copy that holds up in Meta review, see compliant Facebook ad copy for ACA agents.
Wire the back end so leads sort themselves
A funnel that dumps leads into an inbox breaks at the bottom. Every answer the visitor gives should become a CRM field or tag, so you can open your pipeline and know who to call first without reading every record.
- Source and campaign, so you know which ad produced the lead.
- Enrollment window: Open Enrollment, special enrollment, or not currently eligible.
- Household size and income band.
- Preferred doctors or prescriptions noted.
- Consent status for contact and for Marketplace action, with the signed file attached.
- Plan viewed or selected in the quote.
Then remove re-keying. If your enrollment platform supports prefilled links, push the household data you already collected so you are not asking the same questions twice on the call.
This chain is what FastTrack ACA builds for agents: a branded quote funnel on your domain under your NPN, separately signed consents filed as PDFs, a GoHighLevel sub-account already tagged for ACA, and a prefilled HealthSherpa handoff for each quoted household.
Measure your insurance sales funnel by stage
HubSpot advises defining UTM and naming conventions early so ads, emails and pages connect back to specific funnel stages, and it names conversion rate and cost per lead as shared metrics. Set your naming rules before the first ad runs, not after you have data you cannot sort.
- Click to quote start: is the ad promise matching the page?
- Quote start to completed lead: which screen loses people?
- Lead to contact: are you calling fast enough?
- Contact to application, and application to effectuated policy.
- Cost per lead and cost per enrollment.
Hypothetical example: you spend $600 and get 40 leads, a $15 cost per lead. If 10 enroll, your cost per enrollment is $60. A cheaper lead that enrolls half as often can cost you more per client, which is why cost per lead alone misleads.
HubSpot's explainer on what a sales funnel is (opens in a new tab) notes that the probability of closing changes as a deal moves through each phase and drops to zero once it is marked closed-lost. It also argues buyers no longer move in a straight line. For ACA, that means a "not now" lead should go to a nurture stage for the next enrollment window, not to closed-lost.
After enrollment: renewals and referrals
DigitalMarketer's Customer Value Journey framework (opens in a new tab), published in 2019, describes an 8-step path from Make Them Aware through Make Them a Customer to Ask Them to Spread the Love and Make Them a Promoter. Most agent funnels stop at the customer step, which leaves renewals and referrals to chance.
- Send a check-in after the first premium is due to confirm the policy is active.
- Add a renewal reminder tag that fires before the next Open Enrollment.
- Ask satisfied clients for a referral once their first claim or doctor visit goes smoothly.
- Offer ancillary coverage only where it fits the client and your licenses allow.
Put your funnel together this week
Start with the gap that costs you most. If you are qualifying on every call, add the household and timing screens. If leads go cold, fix tagging and speed. If you cannot tell which ads work, set up UTMs before spending another dollar.

Frequently asked questions
What is an insurance lead generation funnel?
It is the sequence that turns a stranger into a qualified lead: an ad or other traffic source, a page or form that collects and qualifies information, and a system that routes the lead to you. For ACA agents, a good one captures county, household, income estimate, timing and consent before the first call.
Should ACA agents use Facebook instant forms or a landing page?
Instant forms reduce friction but collect less and cannot show plans. A landing page you control lets you quote real Marketplace plans and capture consent your way. If you want pre-qualified, quoted households, a landing page is usually the better fit.
How many questions should an ACA quote funnel ask?
Ask enough to quote accurately, spread across screens so no single step feels long. ZIP and county, household, income estimate, timing, contact and consent are the core; doctors and prescriptions are a useful optional step. Keep each screen to one question group.
What is the difference between a lead funnel and a sales funnel?
A lead funnel focuses on capturing and qualifying leads. A sales funnel covers the whole journey through the conversation, the application and the closed deal. For agents, the lead funnel ends with a consented, quoted household and the sales funnel continues through enrollment and renewal.
How do I keep my insurance sales funnel compliant?
Avoid claims about free plans, cash incentives or misleading costs, identify yourself clearly, and capture permission to contact and Marketplace consent as separate, documented steps. Review CMS and FTC guidance and confirm details with your compliance resources, since this is general information and not legal advice.
